The College of Immigration and Citizenship Consultants advises as follows:
As of July 1, 2023, all Regulated Canadian Immigration Consultants (RCICs) will be required to hold a RCIC-IRB class of licence to represent clients before the Immigration and Refugee Board of Canada (IRB). To obtain this class of licence, RCICs must complete the appropriate specialization program pathway. The deadline to pass the exam is July 1, 2023. For information on upcoming exam dates, or to register in the Specialization Program Pathway, contact the College of Immigration and Citizenship Consultants: sp@college-ic.ca.
The Immigration and Refugee Board of Canada (IRB) is bound by the
Act and Regulations in making well-reasoned decisions on immigration and refugee matters. In addition, the
IRB relies on the Rules of the Divisions as well as its own policy instruments and administrative procedures to promote efficiency and fairness in the treatment of all cases.
